VATICAN CITY — Pope Francis has decided to punish one of his highest-ranking critics, Wisconsin native Cardinal Raymond Burke, by revoking his right to a subsidized Vatican apartment and salary, according to two people briefed on the measures.

Cardinal Raymond Burke was at the Shrine of Our Lady of Guadalupe to bless the Guardian Angel of the Unborn statue at the Memorial to the Unborn. The sculpture by Anthony Visco of Philadelphia depicts a guardian angel holding an unborn child in his arm. A young boy on one side of the angel is praying for the unborn babies who are entombed in the memorial walls, while a young girl on the angel's other side is presenting roses to the unborn babies. Including its base, the statue is 9-foot-6 and weighs 1,800 pounds.

Cardinal Raymond Leo Burke arrives at a session of a two-week synod on family issues including contraception, pre-marital sex and divorce, earlier this month at the Vatican.
